Foreign worker levy Paid to MOM

Hourly basic rate = S$950 × 12 ÷ (52 × 44). Daily rate based on a 6-day work week. Overtime is within the 72-hour monthly limit. The levy is an employer cost and is never deducted from the worker's pay. No CPF for work permit holders.

Where construction payroll goes wrong

Site payroll fails in the same places at most firms: overtime, rest days, mixed pay bases and levy. These are the problems we check for every month, for every worker.

  • Overtime over the 72-hour limit

A busy month pushes some workers past 72 hours of overtime. Paying for every hour does not make it legal. We total each worker’s overtime from the time cards and flag anyone over the limit, or close to it, before you approve, so you can change the roster or apply to MOM for an exemption in time.

  • Rest day pay worked out wrongly

Who asked for the rest day work changes the pay. At your request, a worker gets one day’s pay for up to half their normal hours and two days’ pay for more than half, plus overtime for hours beyond a normal day. At the worker’s own request, it is half those amounts. Time cards rarely say who asked, so we agree the rule with you once and apply it every month.

  • One formula for every pay basis

Monthly-rated workers, daily-rated workers and hourly part-timers each need a different rate for overtime, rest day and public holiday pay. Using one formula for everyone is one of the most common causes of underpayment claims. You can check a single worker with our overtime pay calculator.

  • Levy bills that don’t match your workforce

Levy is payable from the day a work permit is issued until it is cancelled or expires. A worker who left in March but whose permit was not cancelled can still appear on April’s bill. We check your MOM levy bill against the people on your payroll each month. The levy is your cost and never comes out of a worker’s pay.

  • Late salary and overtime

Salary must be paid within 7 days after the end of the salary period, and overtime within 14 days. When time cards come back late from site, payroll gets squeezed. We work to a fixed cut-off date and tell you early when anything is missing.

  • Deductions that break the rules

Advances, accommodation and damage can only be recovered as authorised deductions, within the limits in the Employment Act. We keep a running record of each worker’s advances and check every deduction against MOM’s rules on salary deductions.

  • No real labour cost by project

Tender pricing and progress claims need labour cost by site, not a guess. When your time cards record the project, we split pay, overtime and employer costs by site.

What we run for you every month

You send the time cards. We send back a payroll ready to approve, payslips ready to hand out, and the filings prepared. Most of your workers will be Work Permit holders, so our work permit payroll checks come as standard.

How we protect you

Your money stays with you

We never collect or hold salary funds. Wages move straight from your bank account to your employees.

Access through Corppass

You authorise us for CPF and IRAS services on Corppass and can remove that access at any time. We never ask for your passwords.

Personal data protected

Employee data is handled under the PDPA, with a data processing agreement for every client and a named Data Protection Officer.

A construction payroll month with us

The same four steps every month, timed so salaries go out within 7 days and overtime within 14 days after the salary period ends.

  1. By your cut-off date

    Send the time cards

Photos of site time cards, a spreadsheet from your supervisor, or an export from your attendance system. Plus new workers, leavers and advances.

  2. Within 2 working days

    We calculate and check

One person prepares, another checks. Missing hours, unclear rest day work and workers near the overtime limit come back to you as questions.

  3. When you’re ready

    You approve

A payroll summary, a variance report against last month, and labour cost by site.

  4. Pay day

    You pay, we file

You release the bank file. We print payslips and prepare the CPF submission for your local staff.

Moving your site payroll to us

Most contractors come to us from Excel or from a bookkeeper who also does payroll. You can switch at any point in the year.

  • What we need from you

Each worker’s employment terms, pay basis and declared salary, last month’s payroll, year-to-date figures for local staff, and access to CPF and IRAS through Corppass.

  • What we check before the first run

Rates of pay against contracts, overtime and rest day rules, deductions on file, and active permits against your levy bill. Anything that looks wrong in past months is raised with you before we start.

  • What it costs

Most contractors choose the Contractor plan, priced per employee per month. See payroll pricing for what affects your quote.

Questions employers ask us

Something else on your mind? Call 6970 5539 and ask.

Can you run daily-rated and monthly-rated workers in the same payroll?

Yes. Each worker is set up with their own pay basis, so overtime, rest day and public holiday pay use the right rate. You approve one payroll for everyone.

How do you check the 72-hour overtime limit?

We total each worker’s overtime hours for the month from your time cards and flag anyone over the limit, or close to it, before you approve the payroll. MOM has an exemption process for firms that need more; see MOM on hours of work and overtime.

Who pays the foreign worker levy?

You do, as the employer. The levy is paid to MOM and is never deducted from a worker’s salary. We track it against your payroll and check your monthly levy bill for workers who have already left.

Our workers don't use email. How do they get payslips?

We print itemised payslips for distribution on site or at the dormitory, or send them by email to workers who have it. MOM sets out what a payslip must show and when it must be issued; see MOM itemised payslips.

Can you split labour cost by project?

Yes. If your time cards record the site or project, we report pay, overtime and employer costs by project for tender pricing, progress claims and main contractor manpower returns.

We run payroll in Excel today. Can we switch mid-year?

Yes. We bring across each worker’s year-to-date pay, CPF for local staff and declared salary details, so bonuses and year-end IR8A come out right.
