How work permit payroll differs from local payroll
Foreign worker payroll has its own rules on top of the Employment Act. Most MOM salary complaints from work permit holders come from the points below, not from the basic calculation.
-
No CPF, but SDL still applies
CPF contributions are only for Singapore Citizens and Permanent Residents, so Work Permit and S Pass holders have no CPF deductions. The Skills Development Levy is still payable for them each month, so pass holders still appear in your monthly CPF Board submission for SDL.
-
Pay at least the salary you declared
The basic salary and fixed allowances you declared in the work permit application are the minimum you must pay, even in a month with no work. You can’t cut them, or raise fixed deductions above what you declared, without the worker’s prior written agreement. We record each worker’s declared figures and flag any month where pay would fall short. Source: MOM, paying the salary of a foreign worker.
-
Salary into a bank account
Workers who live in dormitories must have their salary credited to a bank account. We prepare a bank payment file and you release it from your own account. Salary money never passes through us.
-
Levy is your cost, and your bill can be wrong
Levy is payable from the day a permit is issued until it is cancelled or expires. The amount depends on the sector, the worker’s skill level and your share of foreign workers, so check the current rates on MOM’s foreign worker levy page. We reconcile your monthly levy bill against your payroll so workers who left but are still billed are caught early.
-
Overtime and rest day pay under Part IV
Most work permit holders are covered by Part IV of the Employment Act. Overtime is paid at 1.5 times the hourly basic rate, capped at 72 hours a month, and rest day work is paid at the rates set by law. Try the overtime pay calculator on one of your workers.
-
Only deductions the law allows
Advances, accommodation you provide and damage to tools can be recovered only as authorised deductions and within Employment Act limits. The levy is never one of them. We check every deduction against MOM’s rules on salary deductions before the payroll is released.
-
When a worker leaves
Final pay must include unpaid overtime and any leave due. When a foreign employee stops working for you, IRAS may require IR21 tax clearance and for you to hold back money owed to them until it is done. We tell you when it applies and prepare the form. Source: IRAS tax clearance (IR21).

Questions employers ask us
Something else on your mind? Call 6970 5539 and ask.
Do work permit holders pay CPF?
No. CPF contributions are only for Singapore Citizens and Permanent Residents, so Work Permit and S Pass holders have no CPF deductions. The Skills Development Levy is still payable for them.
Can we deduct the foreign worker levy from a worker's salary?
No. The levy is the employer’s cost and is never deducted from a worker’s pay. Only deductions the Employment Act allows can be made; see MOM on allowable salary deductions.
Can we pay less than the declared salary in a slow month?
No. You must pay at least the fixed monthly salary declared to MOM, even when there is no work for the worker. MOM explains the exceptions in its FAQ on minimum pay for Work Permit holders.
How do workers without email get their payslips?
We print itemised payslips for you to hand out on site or at the dormitory, or email them to workers who prefer that.
Can you handle Work Permit, S Pass and local staff in one payroll?
Yes. Each person is set up with the right rules: CPF for citizens and PRs, no CPF for pass holders, and overtime rules based on their salary and type of work.
A worker has left. What happens in payroll?
We work out final pay, including any unpaid overtime and leave due, and remind you to cancel the permit so levy stops. If IRAS requires tax clearance, we prepare the IR21; see IRAS tax clearance (IR21).
