What we handle for cleaning firms
- Local cleaners’ basic wages checked against their PWM level
- PWM bonus worked out and paid in the right month
- Full-time, part-time and work permit cleaners in one payroll
- Labour cost by site and by contract
Where cleaning payroll goes wrong
Cleaning firms run large headcounts on thin margins, across many sites. Small errors repeat across dozens of cleaners every month, and meeting the Progressive Wage Model is a condition of your cleaning business licence.
-
Cleaners on the wrong PWM level
The Progressive Wage Model sets basic wage levels for local cleaners by job and type of site, such as offices, food and beverage outlets, or conservancy. A cleaner who moves from an office building to a hawker centre may need a different level. We record each cleaner’s job and site type and check their basic wage every month against the current levels on MOM’s cleaning sector PWM page.
-
A missed PWM bonus
Eligible local cleaners are owed a PWM bonus each year. It is easy to forget for staff who joined mid-year or moved between contracts. We track eligibility for every cleaner and add the bonus to the right payroll.
-
Part-time cleaners paid like full-timers
Part-time cleaners are paid on an hourly rate, with leave and public holiday benefits pro-rated to their hours. Treating them like full-timers, or forgetting their pro-rated benefits, is a common source of claims. We set each one up from their contract hours.
-
Rest day and public holiday work across rosters
Sites that run seven days a week mean cleaners often work rest days and public holidays. Each has its own pay rule, and whether the employer or the cleaner asked for the rest day work changes the amount. We apply the rules from your rosters, every month.
-
Work permit cleaners and the declared salary
Foreign cleaners are outside the PWM wage levels but must be paid at least the salary declared to MOM, with overtime and rest day pay on top. Our work permit payroll checks run in the same payroll.
-
Local staff and the Local Qualifying Salary
If you hire foreign workers, local staff not covered by a PWM, such as office administrators, must be paid at least the Local Qualifying Salary. It also affects how many local staff count towards your foreign worker quota. See MOM on the Local Qualifying Salary.

Questions employers ask us
Something else on your mind? Call 6970 5539 and ask.
Do you check that our cleaners are paid at the right PWM level?
Yes. We record each local cleaner’s job and type of site and check their basic wage against the Progressive Wage Model level that applies, every month. MOM publishes the current levels on its cleaning sector PWM page.
Does the Progressive Wage Model apply to foreign cleaners?
The PWM wage requirements cover cleaners who are Singapore Citizens or Permanent Residents. Foreign cleaners on work permits must still be paid at least their declared salary, with overtime and rest day pay under the Employment Act.
Can you calculate the PWM bonus?
Yes. We work out which cleaners are eligible and the amount due under the PWM bonus rules, and include it in the right payroll. The rules are on MOM’s cleaning sector PWM page.
How do you handle part-time cleaners?
Part-time cleaners are paid on their hourly rate, with leave and public holiday benefits pro-rated as the Employment Act requires. We set each one up from their contract hours.
Our cleaners move between sites. Can you still cost by contract?
Yes. If your rosters show which site each cleaner worked, we split pay, overtime and employer costs by site or contract.
Do our local office staff need a minimum salary too?
If you hire foreign workers, local employees not covered by a Progressive Wage Model must be paid at least the Local Qualifying Salary. See MOM on the Local Qualifying Salary.
